Joint Center Launches 2025 Tax Policy Advisory Committee 
Permanent Extension of the TCJA and Deep Program Cuts Signal Urgent Need for Action
WASHINGTON — Today, the Joint Center for Political and Economic Studies officially launched its 2025 Tax Policy Advisory Committee. This committee will play a critical role in informing the Joint Center’s tax research, helping shape public discourse around tax policy issues affecting Black communities, and contributing to efforts to close the racial wealth divide.

“With President Donald Trump having signed the reconciliation bill, known as the ‘One Big Beautiful Bill’, into law, permanently extending key tax provisions of the Tax Cuts and Jobs Act, the launch of the 2025 Tax Policy Advisory Committee is more essential than ever,” said Joint Center Senior Researcher Dr. LaToya B. Parker. “As Congress considers the most consequential tax and social policy changes in a generation, the Joint Center’s Tax Policy Advisory Committee will play a critical role in reforming a tax code that has too often reinforced inequality and assist in building a fairer system that truly serves all Americans.”

This group of scholars and thought leaders will support the Joint Center’s Tax Policy Program by providing their expertise and collaborating on policy development.

The members include:

  • Beverly Moran, professor emerita of law at Vanderbilt University, senior fellow at the Roosevelt Institute, and senior fellow at the Paulus Endowment for Tax Programs at Boston College.
  • Janis Bowdler, former counselor for racial equity at the U.S. Department of Treasury
  • Jeremie Greer, co-founder and co-executive director at Liberation in a Generation
  • Brakeyshia Samms, senior policy analyst and social justice fellow at the Institute on Taxation and Economic Policy
  • Portia Allen-Kyle, interim executive director at Color of Change

“For too long, our current tax code has reinforced economic inequality,” said Joint Center President Dedrick Asante-Muhammad. “This committee will center voices committed to ending racial economic inequality in the tax policy conversation and lay the foundation for a more equitable economy that works for all. Together, we can ensure our work is grounded in rigorous analysis and community impact.”

The new law will slash over $700 billion from Medicaid and cut SNAP by nearly 30 percent, while financing tax breaks for wealthy individuals and large corporations. Analysts project that while the richest Americans could see gains exceeding $118,000, the lowest-income households, disproportionately Black and brown, stand to lose vital support, with an average annual decline of 2.9 percent in after-tax income.
