For example, the Joint Center recently engaged in original research that showed that people of color make up over 36 percent of the population, but account for only 7 percent of top U.S. Senate staff. Diversity is a challenge for both Democrats and Republicans. For example, African Americans make up 22 percent of the Democratic voting base, but less than 1 percent of top Democratic staff. Publishing this data resulted in extensive media coverage, the creation of a U.S. House Democratic Diversity Office, and accelerated efforts to expand diversity among Hill staff.
